STRENGTHENING LAW ENFORCEMENT AND PUBLIC ADMINISTRATION BODIES' CAPACITIES IN PREVENTING AND COMBATING TRAFFICKING IN HUMAN BEINGS

The main objective of the CPTW project is to contribute to the reduction of human trafficking through granting various services of free legal and social assistance to victims of trafficking and conducting information campaigns.  The representatives of the Centre organize seminars and trainings for and with the participation of law enforcement and representatives of public administration working in the field of preventing and combating trafficking in human beings and as well as granting assistance to victims.

The Centre offers strong mechanisms and tools for strengthening the capacities of law enforcement and local public administration.

According to the Decision of the National Committee to combat trafficking in Human Beings from November 10, 2003, The Centre for Combating Trafficking in Women was invested to organize specialized seminars for the representatives of the local public administration and for the members of the local anti-trafficking commissions.

The seminars for the law enforcement bear a practical aspect and are organized with the purpose to develop skills and capacities that will enable them to apply the international standards in the field of combating human trafficking.

The seminars aim to strengthen the capacities of policemen, judges and prosecutors and make them apply the good practices, while working with the victims of trafficking.

10 seminars of this kind were organized in 2003, and 6 in 2004. The Agenda of the seminars was focused on the following issues:

  • National laws on trafficking in human beings
  • Cooperation between law enforcement and NGOs
  • The first contact with the victim and application of witness approach in order to obtain the necessary information;
  • The status of the victim.
    In 2005, CPTW has organized 10 seminars for the representatives of law enforcement, where 302 persons have participated, of which policemen, judges and prosecutors.

The System of Victims Identification and Referral is a mandatory to be applied at central level and as well as within every administrative territorial unit. In order to create the local victims identification, referral and assistance mechanisms, CPTW has organized seminars for the members of the Anti- trafficking Rayon Commissions and as well as for the representatives of the community.

In cooperation with the National Anti-trafficking Committee, CPTW has organized in 2003, 24 multidisciplinary seminars for the Local Anti-trafficking Commissions.

In 2004, 13 multidisciplinary seminars have been organized, in 2005 – 5 (where 203 persons have participated), and in 2006 – 1 seminar with the participation of 12 persons.

Local public officers are responsible for solving the problems of the population. Thus, the victims of trafficking do not represent an exception. They is especially vulnerable category, that require a special approach, in order to avoid discrimination and stigmatization.

CPTW organizes seminars and round tables with the participation of public local administration with the purpose to disseminate good practices in working with the victims of human trafficking and viable methods to prevent and combat this phenomenon.

CPTW has organized in 2003, together with the Ministry of Interior, with the General Prosecutor Office and the Migration Department 16 round tables for the representatives of the public authorities. In 2005-2006, 24 round tables have been organized with the participation of 378 persons.
